Process

Best Practices Self Study (6 months minimum; no maximum)

This self study provides the CCR&R an opportunity to study each of the Best Practices Criteria including the evidence and documentation as well as the documents required for submission for Quality Assurance. It gives the CCR&R staff and Board the opportunity to work as a team to assess the CCR&R's readiness to apply for Quality Assurance. The CCR&R has access to recorded, online training courses and other resources on the Best Practices criteria for each element. The self study provides a work plan for the CCR&R staff and Board members to use to make quality improvements needed to meet the Best Practices standards. A CCR&R interested in applying for NACCRRA Quality Assurance must first complete the Best Practices Self Study.

The CCR&R submits documentation to demonstrate that it is meeting Best Practices for CCR&Rs. NACCRRA also conducts direct assessments of the CCR&R services and assesses the agency's Web site during this phase. It is possible for a CCR&R to make some improvements to practices during the Submission Phase. There are no extensions to the 24-month Submission Phase.

Quality Assurance Validation Phase (up to 6 months)

NACCRRA provides the CCR&R's submission and reports on all direct assessments, as well as a report from the Quality Assurance Consultant, to a Validation Panel for review and recommendation for validation. The CCR&R has no responsibility during this phase.

Quality Assured Phase (up to 5 years)

A CCR&R that becomes Quality Assured will report to NACCRRA changes to staff, structure and services at the end of each of the first four years. After reviewing the report and conducting additional direct assessments, if required, the CCR&R will be re-validated for an additional year.

Quality Assurance Program Information

  • CCR&Rs may register and begin Best Practices Self Study at any time.
  • CCR&Rs may apply for Quality Assurance Submission Phase at any time upon completion of the Self Study phase.
  • NACCRRA begins cohort groups of CCR&Rs that have applied for Quality Assurance Submission Phase quarterly on the first day of the months of January, April, July, and October.
  • NACCRRA provides an online opportunity for CCR&Rs in either Self Study or Submission to network with one another on NING.
  • NACCRRA provides online resources for all CCR&Rs participating in either Self Study or Submission.
  • A Quality Assurance Consultant is assigned to each CCR&R, or State Network when all CCR&Rs in a state participate through the State Network for a discounted fee, for both Self Study and Submission.
  • Quality Assurance Consultants do not provide training and/or technical assistance on how to meet Best Practices Standards. The consultants will refer CCR&Rs needing such training or technical assistance to other resources at NACCRRA, the State Network, online or in the CCR&Rs community.

Self Study
  1. CCR&R submits a Quality Assurance for CCR&Rs registration form and a non-refundable fee of $600. In addition, CCR&R submits a staffing chart with information for each staff member: first and last name, position, email address, and percent of time spent on each type of CCR&R service (this information is needed to sign staff up for online training)
  2. NACCRRA provides:
    • Recorded, online training on "Overview of NACCRRA Quality Assurance Process"
    • Recorded, online training on "NACCRRA Quality Assurance Self Study Phase"
    • Recorded, online training on "Developing a Work Plan for NACCRRA Quality Assurance"
  3. CCR&R director and appropriate program managers take all three trainings listed above during the first month of the Self Study Phase. (Data Manager, Parent Services or Referral Manager, Provider Services Manager or Lead Trainer, and other managers are examples of appropriate program managers.)
  4. Following the attendance at the training above by required CCR&R staff, NACCRRA conducts a telephone consultation up to 30 minutes in length with the CCR&R. This consultation focuses on CCR&R questions on the process for Self Study, not the content of the Best Practices Criteria.
  5. NACCRRA provides the CCR&R access to the NACCRRA Quality Assurance Web site with Technical Assistance Papers and "Responses to Frequently Asked Questions" for more in-depth support on Best Practices Criteria.
  6. NACCRRA provides recorded, online training on Best Practices Criteria on the following topics. Each training topic is between 30 - 90 minutes in length:
    • Governance and Administration
    • Data Collection, Analysis & Reporting
    • Public Awareness
    • Public Policy
    • Assessing Core Competencies
    • Parent Consumer Education and Referrals
    • Assessing Referrals
    • Parent Education
    • Provider Training
    • Assessing Provider Training
    • Provider Technical Assistance
    • Assessing Provider Technical Assistance
    • Provider Recruitment and Retention

    All trainings include references to appropriate Technical Assistance Papers and "Frequently Asked Questions."

  7. The CCR&R takes training topics appropriate for the services it offers to consumers, with these recommendations:
    • The Executive Director and CCR&R Program Manager take all of the training pertinent to the CCR&R
    • A Board member, preferably the president, takes training on "Governance and Administration"
    • Staff responsible for various topics takes training courses for those topics. For large CCR&Rs, the program manager and at least one direct service staff person should take the training
    • The CCR&R should plan to take at least one training course every two weeks to complete the Self Study in a five-month time frame
    • Upon completion of a training course, the CCR&R completes a work plan with that includes a self-assessment scoring for each indicator, staff assignments, activities and a timeline for each Element
  8. NACCRRA will:
    • Respond to questions within two weeks of receipt, unless special circumstances require a longer period of time. In the latter case, the CCR&R will be so notified. (Note: If the same question(s) have been asked and response(s) are on the Web site either in a Technical Assistance Paper or "Frequently Asked Questions", the CCR&R will be referred to the Web site for the response.)
    • Review and provide feedback on CCR&R's work plan for quality improvement upon completion of the CCR&R's work plan for all elements
  9. Upon conclusion of the Self Study, NACCRRA is available to consult by telephone with the CCR&R staff and board for up to one hour to:
    • Provide feedback on the CCR&R's work plan
    • Discuss options for training and technical assistance
    • Discuss the readiness of the CCR&R to apply for Quality Assurance validation
Submission Phase
  1. CCR&R submits application form, completed work plan, staffing and organizational charts (for agency and CCR&R program if not combined in one chart) and a nonrefundable fee of $1,000. (Application fee is applied to cost of Core Competencies fee of $3,200 and is non-refundable.)
  2. NACCRRA provides a recorded, online training on the Quality Assurance Submission Phase.
  3. The CCR&R takes online training within 30 days of Submission Phase start date to CCR&R by NACCRRA, with these recommendations:
    • CCR&R director
    • CCR&R program managers
    • Board representative
    • Staff assigned to participate in preparing and submitting documentation
    • Staff who might participate in direct assessments
    • Staff with responsibilities for the CCR&R's Web site
  4. CCR&R submits required documentation on a schedule that ensures all 40 required documents are submitted on a regular basis over the 24-month submission period. To receive feedback from NACCRRA on documents prior to final submission, CCR&R must submit all documents prior to the end of the 21st month of the Submission Phase. This allows the CCR&R to make changes to documents, if desired, and re-submit them prior to the submission deadline. To progress steadily through the Submission Phase, a CCR&R is encouraged to submit an average of 3 documents each month beginning with the first month.
  5. NACCRRA reviews and provides feedback on each document submission:
    • Within one month of receipt, assuming CCR&R submits documentation on the schedule outlined in number 4 above.
    • Meets quarterly throughout the Submission Phase with CCR&R manager (and State Network Coordinator, if appropriate) for a telephone consultation to review progress on submission; length of each consultation will not exceed one hour.
    • Provides written responses to questions that relate to the Submission Process or request a specific clarification of a requirement.
  6. NACCRRA conducts direct assessments for each functional area, which the CCR&R must pass to continue in the Submission Phase; assessments are conducted over the course of the 24-month period and include:
    • Surveys of board members, staff members and stakeholders to assess Core Competencies service outcomes
    • Referral assessment calls and online referral assessment to assess Parent Education and Referral service outcomes
    • Recorded training, curriculum, and participant evaluations for the trainer, supervisor and participants to assess Provider Training service outcomes
    • Technical assistance materials and surveys of participating provider, supervisor and technical assistance consultant to assess Provider Onsite Technical Assistance service outcomes
  7. NACCRRA conducts a review of the CCR&R's Web site to ensure that it offers comprehensive information for consumers as well as opportunities to access child care referrals and enroll in provider training opportunities.
  8. NACCRRA continues to provide the CCR&R access to the NACCRRA Quality Assurance Web site with Technical Assistance Papers and "Responses to Frequently Asked Questions" for more in-depth support on Best Practices Criteria.
Validation Phase

The CCR&R has no responsibilities during this phase.

NACCRRA Quality Assurance Phase
  1. At the end of each of the first four years of validation as a NACCRRA Quality Assured CCR&R, the CCR&R will prepare and submit to NACCRRA a report identifying changes to staff, structure and services. NACCRRA Quality Assurance Phase.
  2. After reviewing the report and conducting additional Direct Assessments, if required, NACCRRA will re-validate the CCR&R will be re-validated for an additional year unless the evidence demonstrated that the CCR&R is no longer meeting NACCRRA's Best Practices for CCR&Rs.
